India to beef up security measures, says Home Minister

As part of the process to prevent future terror attacks, Union Home Minister P Chidambaram said the capacity building was a long process. He said the government was “doing its best and would continue do its best” to ensure security, even as the Centre sent fresh advisories to the police across the country to enhance vigil in view of “threats”.

Saying one brick is being added every day to strengthen security infrastructure, the home minister gave a list about the steps being taken to strengthen the country’s police forces that include functioning of Multi Agency Centre (MAC) and S-MAC for constant intelligence sharing, recruitment of one lakh policemen in the Central Armed Police Forces (CAPF) in last two years and one lakh policemen in the state police forces.

“The CAPF is having another one lakh this year and the states are expected to add one more lakh (personnel). But that still leaves vacancy of 5-6 lakh across the country,” he said.

Meanwhile, preliminary findings of forensic examination conducted by different teams of forensic experts indicate the presence of nitrate based explosives and traces of some other explosives as well in the Delhi blast where 11 people were killed and at least 75 injured outside the High Court premises. These findings are being reconciled to get a clear picture of the exact nature of the explosive used in the High Court blast of September 7, 2011.

Additionally, two new emails which were received respectively on 7th and 9th September, 2011 are being analyzed by the investigation agencies and follow up action is being ensured.

However, a detailed advisory is being issued to the states reiterating earlier advisories and asking them to take steps for enhanced vigil against similar terror attacks particularly in metropolitan areas. In particular, owners and managements of such establishments which usually attract large public congregations have been advised to ensure strict access control and security related surveillance in respect of suspicious persons and objects.

In particular the security arrangements in Delhi shall be reviewed shortly by this Ministry with a view to optimizing the available resources and ensuring synergy among all agencies involved in emergency response.
