Grampian Police announces positive outcomes from extensive performance management project

Between 2005-2006 and 2006-2007, Grampian Police posted recorded crime figures for Groups 1-5 (violence, indecency, dishonesty, fire-raising and malicious and wreckless conduct, and other crimes) that show a fall of 4.6%. In addition, record detection rates of 41.4% in 2006-2007 compare with 38.5% for 2005-2006.

The force has also just posted the lowest ever level of domestic housebreaking, with an 18.9% reduction on its ‘patch’ for 2005-2006. In addition, a 12.4% increase in the number of reports submitted to the Procurator Fiscal within 28 days exceeds the national target.

The Innovative Improvement through Knowledge and Performance system assists members of Grampian Police to track, understand and manage critical aspects of its strategic performance. To support the necessary change management process, Northgate provides Grampian Police with a single, consistent and effective point for performance information through its Enterprise Information Solution. This enables Grampian to fully analyse its performance – from strategic priorities right through to the service’s operational activities.

Further enhancements to performance are planned through the deployment of improved data sharing and resource allocation.

Scottish Policing Performance Framework

Grampian Police’s success has helped inform the Scottish Policing Performance Framework and indicators currently being used by the Scottish Government, Her Majesty’s Inspectorate of Constabulary for Scotland and the Association of Chief Police Officers in Scotland.

“The aim of the Improvement through Knowledge and Performance system is to develop a knowledge-based performance management culture that allows us to more fully understand our business and, ultimately, to assist us in effectively achieving our local priority targets while at the same time supporting national performance management objectives,” suggested Colin Menzies, temporary assistant chief constable of Grampian Police.

“Early results are very encouraging, and have consolidated our approach towards strategic planning. They have also provided sound performance information to support our National Intelligence Model processes and procedures.”

Menzies concluded: “We’re very much looking forward to continuing our working relationship with Northgate, collaborating and benefiting from our shared experience and knowledge. That will help us to achieve the maximum return from the Improvement through Knowledge and Performance system and, at the same time, improve service delivery to our communities.”
