Serco fined $150,000 after prison escape

It’s believed the review makes 35 recommendations focusing on policies and procedures, contingency management, staff competency, training and culture, and the security at the facility, which was redeveloped with new buildings and opened last year. But neither Serco nor the department of corrections was willing to publish the review’s findings or comment on any of its recommendations.

The New Zealand Department of Corrections says a number of these changes have already been implemented, but a prison monitor will remain in place until all the recommendations have been actioned.

A ‘serial escaper’, Aaron Forden, escaped from the prison in the early hours of Monday 10 October 2011. He was recaptured a week later.

“Ensuring public safety is the first priority for the department and Serco, which is why we immediately commissioned a joint review after the escape last year. Following the incident, we worked together to quickly make key improvements to the prison’s security,” Department of Corrections chief executive, Ray Smith, said.

“I have determined that it is appropriate to levy a financial penalty for this escape under the terms of the contract. The department remains committed to the partnership with Serco and drawing on the many positive and innovative aspects of their international prison operations,” Mr Smith added.
