Guide to shopping centre surveillance launched

The guide, which was put together with advice from the Home Office Scientific Development Branch, Prudential, Martin Taylor Associates and MACE, covers Licensing and Operational Requirements, and can be used as a checklist when specifying a new CCTV system. It was compiled by BCSC’s Security and Safer Shopping Committee, which was set up to help shopping centre managers review security measures.

The guide tells shopping centre managers that there are advantages to installing CCTV apart from security and crime prevention, including commercial benefits, such as measuring footfall, flows and hotspots; monitoring or managing staff performance, health and safety issues and providing examples for training and development, or dealing with insurance claims. It also says CCTV can be useful in monitoring equipment, such as fire alarms and other essential items, in the event of malfunction or alarm conditions.

It highlights a number of stages when planning the installation of a CCTV system, and the checklist can form a comprehensive operational requirement for specifying purposes. The guide is available to order from www.bcsc.org.uk.
