Holt joined NACOSS in its formative years, at a time when operational and financial matters were in need of reorganisation. He subsequently established a strong team within NACOSS, and was the key influencer when it came to the merger of NACOSS and the ISI (‘Ready for inspection’, SMT, April 2001, pp41-42).
Addressing his eventual successor, Holt has warned that the greatest challenge ahead lies in ensuring that the manned guarding and security systems inspectorate plays a pivotal role in regulation of the private sector.
Holt told SMT: "Licensing is obviously the remit of the Government and the Security Industry Authority (SIA), but how the SIA goes about developing a regulatory framework for companies remains to be seen."
The NSI is now actively looking for Holt’s successor. An "innovative and progressive individual with substantial senior management experience" is the desired target – someone with an understanding of both industry and Government.
