Not only is the terror threat growing, but the tactics deployed by militants and jihadists is constantly evolving, with vehicular attack seemingly the weapon of choice – at least in attacks on European soil.
For what they lack in resources compared to the states whose citizens they target, terrorists more than compensate with the element of surprise. It is therefore entirely unsurprising that terrorists keep the security services guessing by attacking a wide range of targets with a plethora of methods.
Any target – men, women and children, civilian buildings or infrastructure – is fair game. If they’re willing to – enthusiastic about indeed – to die themselves in the process, then they’re not even constrained by the need for an escape plan.
This factors make counter terror easily the most taxing of security disciplines. Preventing and responding to terror incidents demands a difficult mix of collaboration (in a world with so many siloed organisations), innovative technology, patient intelligence, legislation that appropriately balances security goals with the rights of citizens and the vigilance of the general public.
