Of equal concern is what would happen if an incident suspected of breaching the Fire Safety Order, in connection with an ‘arm’s length’ trading company, needed investigation or prosecution. Would a different F&RS need to be brought in the way police authorities are? This would raise many complications.

Yeah, amazing point. Technically, as they’re ‘arms length’ I wouldn’t be surprised if the F&RS could investigate their own company, but you can imagine the scandal this would cause.
