Having regard to the gravity of the offence, the Central Government decided to entrust the investigation of the case to the NIA and asked NIA to associate the Delhi Police in the investigation.

In September, Chidambaram inaugurated the annual DGPs/IGPs Conference – 2011. And in the same month, he inaugurated the Conference of District Collectors and CEOs of Left Wing Extremist-affected districts. This conference was organized to discuss the appropriate development strategies for the effective implementation of Rural Development Schemes in IAP districts.

Affected States

On September 27, a sum of Rs 100 crore was released to the LWE-affected states for the scheme of construction and strengthening of fortified police stations. A sum of Rs 1.14 crore was sanctioned as assistance to 38 beneficiaries at the rate of Rs 3 lakh each under the Central scheme of assistance to the victims of terrorist/communal/naxal violence.

On September 19, a sum of Rs 1.81 crore was released to the Government of Chhattisgarh for up-gradation of three Counter Insurgency & Anti-Terrorist (CIAT) Schools.

A decision has been taken to deploy five newly raised CRPF battalions in LWE-affected states, after completion of their CI/Ops training. With this, the number of battalions deployed for anti-naxal operations would rise to 76. Four Coys of CRPF are being deployed in Tirap and Changlang districts of Arunachal Pradesh for anti-insurgency operations.

Work is in progress on the CCTNS project. The Request for proposal (RFP) for selection of system integrator has been released in all 35 States/UTs of which:

  • Financial bids have been opened in 24 States/UTs
  • Letters of Intent (LoIs) have been given in 3 States/UTs.

In the same month, a sum of Rs 69.18 crore was released as grants-in-aid to States/UTs under the System Integrators head of CCTNS. Development of Core Application Software (Lite) has been completed across all three modules: Microsoft, Open and Offline. The software is being reviewed currently and is undergoing field tests in the pilot States of Assam, Kerala and Uttar Pradesh.

Border Management

India-Bangladesh Border: Altogether, 12 kms of fencing and 17 kms of road works were completed in September, 2011 under phase II of the project. Nearly 13 kms of fencing were replaced in September, 2011 under phase III of the project. Poles for floodlighting were erected on a length of 20 kms and cables were laid on 20 kms stretch in September, 2011.

India-China Border: The construction of 23 roads totaling 700.00 Kms is in progress. During the month, 15.61 kms of formation work was completed. So far, a total of 391.16 kms of formation works and 71.69 kms of surfacing works have been completed.

Coastal Security: On September 20, 2011, an amount of Rs 8.78 crore was released to the coastal States/UTs for construction of Coastal Police Stations and Jetties.

Disaster Relief

In September, National Disaster Response Force (NDRF) teams comprising 1601 personnel and 197 boats were deployed for emergency response and rescue operations in the flood-prone States of Andhra Pradesh, Assam, Bihar, Delhi, Gujarat, Kerala, Orissa, Punjab and Uttar Pradesh. In addition, 243 NDRF personnel were deployed for various other search, relief and rescue operations in the States of Delhi, Maharashtra, Tamil Nadu, Uttarakhand and Uttar Pradesh.

In the aftermath of the earthquake in Sikkim, 10 teams comprising of 420 NDRF personnel with 14 dogs and equipment have been deployed for rescue and relief operations.
