Mumbai, Nasik to get hi-tech surveillance system

Taking cognizance of the impending security threats, the Maharashtra Police Academy (MPA) Nasik has equipped itself with one of the most modern ‘intelligent video surveillance system’ (IVSS), which was fully commissioned and demonstrated when Home Minister of Maharashtra R.R. Patil visited the academy this Sunday.

Patil was briefed by director of MPA Sanjay Barve and deputy director Dr. Nikhil Gupta on need of a high tech IP camera based surveillance system for MPA as well as cities like Mumbai and Nasik. Dr. Gupta added that such system would drive down the crime rate in city as the impact of a sense of third eye watching over the criminals. It is expected to help solve crime cases.

Patil declared that he would immediately clear this system for cities of Nasik and Mumbai. It was proposed by Barve that academy would make its infrastructure open to Nasik City Police for the same. Patil praised Kaustubh Butala, director of Revmax which had played crucial role in implementation and under whose umbrella the corpus of Rs. 85 lakh worth of system was donated to MPA Nasik. He also asked him to design a system for city of Nasik and Mumbai, adding that he will personally look into the matter for early deployment.

Hi-Tech Solution

The system is a hi-tech affordable solution based on open source video management system provided by Milestone Inc. a European company dominating the world scenario in Video management system. The Milestone software opens up the possibility of integrating any legacy system, besides many innovations like image grooming, GIS integration thus enabling integration with maps of area where system is installed. It is based on federated architecture thus making it immune to terrorist take over when implemented in bigger metro cities.

The system can analyze the events in present as well as past using intelligence and analytics software provided by Agent Video Intelligence, an Israeli company who is a global market leader in the field. The network is a mix bag of optical fibre provided by Revmax Security Systems and MPLS (multi protocol layer switching) radio network provided by Tulip Telecom Ltd. a Delhi based company, which pioneered the RF (Radio frequency) connectivity in India.

The high-end cameras have been provided by Axis communications USA, a leading manufacture of IP cameras worldwide. The cameras have the capability to detect and transmit in very low light scenario, effectively giving superb detection capabilities at night times.

The system, comprising of cameras, video management system and application software, is one of the most modern and fitted with all international features of a vigilance system. It is designed, commissioned and installed by Revmax security systems and will man the 250 acres area of the MPA.

Need for Effective Security Measures

The security threat to MPA was evident last year when a Pakistan-based operative, Bilal, was arrested in Nashik with photographs and maps of one of the most prestigious police training academies in Maharashtra. It was found that the operative had entered the premises and taken videos and photographs of the parade at MPA. Investigation also revealed possibilities of a plan for a terror attack on police installations like the ones conducted in Pakistan earlier.

Recognising the need for a surveillance system, the IVSS has been installed. It has 15 cameras, in addition to the existing 28. The system is fitted with 28 KBPs lines for precise and fast digital transmission, provided by cradle technology. The cameras are enabled with day and night visibility, have face recognition ability, which will store an image of the face and match it with any new image. This feature has the advantage of recognising a person even if he/she comes with different make-ups.

The video alarms could be viewed even on a smart phone and the entire system is based on GIS (Geographical Information System) giving the MPA security team the exact coordinates of alarm enabling a low response time.

Any suspicious movements can be easily detected by the system in day or night conditions and the system can be tweaked as the user wants.

Other International Features

The system also has an auto number plate recognition mode – the number plate of any vehicle entering will be read and stored by it. The system has two-way audio, a trip system and other standard international features.

The poles on which camera are installed are stabilized and strengthened to sustain any impact by a vehicle. The current problem faced is of image vibration when heavy vehicle passes near the camera.

In addition, ip65 boxes house the electronics eliminating the problems caused by moisture and dust, especially in cities like Mumbai.

The system has been designed to eliminate problems caused by lightning and protected using surge protector from any surge.

The system is designed to eliminate the problems faced by London and New York City surveillance system and is technologically two generations ahead.

Earlier MPA IT team had designed a security network equipped with state of art firewall to prevent any cyber attack and implemented a e-video solution coupled with e-learning solution which enables the learning for record 1100 officers being trained this year to eliminate the back log of Karnik era, a MPSC scam which resulted in a huge back log for the force.

After 26/11, Mumbai is awaiting a modern city surveillance system and MPA Nasik should serve as a good testing ground before public money is spent.
